PSJMC JLMC Update April 2025

JLMC is a committee created by our Union contract, where members and management sit as equals to work out important issues that impact our hospital.

Joint Labor Management Committee (JLMC) Report Back from the April 24, 2025 meeting at Providence St. Joseph Medical Center. This report outlines key discussions and decisions, including updates on:

  • BMP Program and Clinical Ladder Application
  • ICU Float Order and Staffing Concerns
  • Missed Break Penalty
  • OR and GI Case Assignments
  • NICU Cross-Training and Floating Requirements

Several items, such as the Thrombectomy/TNK patient assignments and missed break penalties, will be revisited in the upcoming meeting scheduled for June 5, 2025.

Old Business

BMP Program and Clinical Ladder Application

  • Members have asked to clarify the amount of points a nurse.

Status: Item Closed – unanimous decision

ICU – Registry Bypassing Float Order

  • ICU members reported that Registry RNs were not floated according to the contractual Float Order.

Committee unanimously asserted current contract language and clarified that Registry Nurses are expected to follow the Float Order Float Pool Manager, who also oversees the Registry nurses contract, stated that she has clarified the contract language with them as well.

Status: item Closed – unanimous decision

ICU – Patient/Staffing Concern – Post-Thrombectomy/TNK Patients

  • Members raised concerns in 2024 regarding unsafe patient assignments
  • Union presented a motion to implement a new standard of practice by making all Thrombectomy/TNK patients a 1:1 assignment

Result: Issue will be raised again at next JLMC

  • The Union presented information that asserts the fact that PSJMC is an outlier amongst Providence organizations who do incorporate a 1:1 Assignment for these patients. The Hospital did not agree with this.

Status: Item to be brought back next meeting

CU – Floating/Float Pool

  • ICU members raised concerns regarding the increased frequency of having to float out of ICU, believing this to be the result of underutilization of the Float Pool staff, especially during weekend night shifts.
  • Union audited staffing sheets for ICU and Float Pool. The results were that on average, during a given schedule period, float pool nurses work 3.8 weekend shifts.
  • Float Pool manager participated in the meeting

New Business

 

Missed Break Penalty

  • 121RN members report feeling intimidated due to the Hospital’s attempts to question the legitimacy of nurses’ claimed missed break penalties.
  • The committee engaged in brief discussion on the matter and decided to return to this item at the next meeting in order to have the CNO present.

Status: Item to be brought back next meeting

OR and GI Cases

  • OR Staff RNs report concerns involving unsafe patient assignments during GI cases that occur after normal business hours and without GI RNs present. OR Staff claim that the current practice is unsafe and unfair for OR nurses, who do not feel comfortable handling GI cases.
  • OR RNs proposed to implement stand-by requirements for GI nurses.
  • GI RNs proposed to implement education for OR RNs and/or training GI Techs to provide the necessary support for OR RNs

The Committee agreed to push this item to the next meeting in order to gather information on the situation and assess the viability of different remedies.

NICU – Cross-Training and Floating Requirements

  • Committee clarified that all nurses who received NICU cross-training and clear all competencies requirements, shall be eligible to float to NICU as needed.
