SEIU121RN Contract Specialist (CS) Job Posting

The Contract Specialist (CS) position represents members of SEIU121RN at Kaiser Moreno Valley Medical Center (KPMVMC), exclusively. The position of Contract Specialist (CS) for SEIU12RN at Kaiser Moreno Valley Medical Center is currently allocated 16 hours per week for Union Work and is paid by your employer in accordance with our Kaiser Coalition National Agreement. The CS will be paid 16 hours by the employer and must still work the difference in hours that would total the scheduling work requirements according to your FTE status. Example: You are a 12-hour shift, 3 shifts per week RN working a total of 36 hours per week. In the 121RN CS role, you will complete 16 hours per week specifically on Union work, and you will work 20 hours in your role as RN to ensure you maintain your scheduling requirements. Candidates must be a member in good standing (current on dues) at the time of application and an employee of KPMVMC. All represented members in good standing are eligible to apply.

CONTRACT SPECIALIST RESPONSIBILITIES

Development of current leaders (Stewards, Bargaining Team members, Contract Action Team members), as well as identifying, recruiting and developing new leaders Engaging and mobilizing our members into action through various internal processes, including the collective bargaining process (i.e. contract campaigns). These members are diverse with complex employee relations issues and needs. The CS represents members in formal and informal contacts with Kaiser leadership regionally and locally. The CS represents members in disciplinary and investigatory contacts with the employer while supporting the collective bargaining agreement (CBA) and the National agreement. Disciplinary actions and grievances are to be held according to the CBA to include progressive discipline and the CS is to assure these proceedings are held fairly and equitable as per the CBA. The CS ensures compliance with employee relations policies, labor laws, and agreements between SEIU121RN and employer.

EXAMPLES OF DUTIES

  • Conduct a positive information program to encourage communication between and with members.
  • Recruit, mentor and train stewards on an ongoing basis, attend and schedule monthly steward council meetings.
  • Attending SEIU121RN internal and external conferences.
  • Enforce CBA and all other regulatory and governing policies, laws and ordinances and practices that apply to properly represent members.
  • Interpret CBA and national agreement to stewards, members, employer, activists and Union leadership.
  • Analyze employee relations problems and recommend solutions to members, stewards, and leadership for the employer and union.
  • Advance the unions’ position in the community, with political groups, labor councils and with State/Federal/local legislative bodies.
  • Encourage and support open communication with members. Utilize social media, email, purple texts along with email, phone and texts frequently.
  • Maintain communication with union leadership to include weekly work reports
  • Maintain a calendar that reflects all work activities and meetings
  • Confer informally with members and union/employer leadership relative to work rules, regulations, and employee relations policies and programs.
  • Regular and frequent on-site rounding to include weekends and night shift.
  • Attending attendance reviews with employer for all members, to ensure CBA and attendance policies are fairly and equitably enforced.
  • Facilitate and attend weekly townhall online meetings with membership, currently Wednesdays at 1730-1930 but may be adjusted as needed
  • Attend monthly LMP meeting either in person or virtually and disseminate that information to the membership, employer and union leadership.
  • May participate in union wide contract negotiations. Develop Stewards, bargaining team members, Contract Action Team members and identify and develop new leaders
  • Develop and implement internal organizing campaigns around worksite issues
  • Work with employer and Union to support members in health and safety matters, labor laws, Title 22 etc.
  • Create/file grievances in accordance with the CBA, prepare and educate the member on the grievance/arbitration process to include possible outcomes and timelines
  • Educate/prepare member on fact finding meeting requests from the employer and how the meeting will be conducted and what is expected of the employee and employer.
  • Participate in union activities withing the community locally and statewide/national.
  • Coordination of COPE drives and what COPE is and how those funds are used statewide to support nurse powered politics
  • Facilitate attendance for New Employee Orientation (NEO)with 1 hour allocated to speak to new members. NEO is currently held in Corona on the Monday prior to payday at 15:30. NEO is a priority to allow for signing of membership cards and the CS will coordinate with the Union Rep to ensure attendance by a union representative/CS.
  • Coordination of worksite membership COPE drives through education on nursing legislation, patient care issues and the overall impact of political work in the healthcare industry and how COPE deductions are utilized

Skills, Aptitude and Commitment

  • Capacity to handle complex cases and administrative issues which may require extensive research and development
  • Excellent verbal, written and computer skills to include Outlook/Teams etc.
  • Strong time management and ability to self-manage work tasks to meet deadlines with minimal supervision
  • Detail oriented but able to understand the broad implications of an issue
  • Analytical skills directed towards investigations, planning, preparation and processing of grievances, appeals and fact-finding meetings and follow ups.
  • Ability to develop effective working relationships with employer, community organizations, outside Unions and advocacy groups to further the vision of SEIU21RN
  • Ability to work irregular hours for members needs, such as early morning fact finding meetings for night shift members and/or night shift rounding

Experience

Prior advocacy experience in a union setting, prior labor experience is preferred but not required Related experience will be given consideration as well as steward and related union experience such as bargaining team etc.

Requirements

  • Must be an employee of Kaiser Moreno Valley Medical Center and member in good standing of SEIU121RN
  • Attend LMPO training and Corrective Action Training classes with KP as soon as possible
  • Attend Steward Training Days 1 and 2 if not already completed
